The FLCCL provides a venue for Shooters to use, compete, improve, and test their daily conceal carry equipment. The idea is to provide a safe, fun, and challenging event where they can use the weapon and equipment they carry on a daily basis. The goal is to apply effective strategies to enter scenarios and/or stages, react, and gain control over their safety.
Ramos Action Shooting LLC has created The Florida Concealed Carry League (FLCCL) to provide a venue for Shooters to use, compete, improve, and test their daily conceal carry equipment. The idea is to provide a safe, fun, and challenging event where you can use the weapon and equipment you carry daily. The goal is to apply effective strategies to enter scenarios and/or stages, react, and gain control over your safety. Participating in our event is the only place you can truly test and make sure that you can draw, hit intended target, reload, and re-holster your concealed carry weapon. You probably have everything you need to participate. We follow the rules that we normally follow in major events. Here are some specific rules to our event.
A. RANGE SAFETY
1. Know and be able to always justify the condition of your firearms. Treat all weapons as if they are loaded.
2. Keep your firearm pointed downrange in a safe direction.
3. Keep your finger out of the trigger guard when not actively engaging targets.
4. Know your target and what is beyond it before engagement.
5. Eye and ear protection must be worn all times.
6. Shooters will arrive to event with their weapon concealed and loaded. You will carry your weapon during event like you carry every day. Weapon will be loaded and holster during the duration of the event.
7. There must be a Range Officer (RO) running the timer and giving commands, a person scoring the tablet will be consider a safety officer and must pay attention to Shooter while they are shooting. RO will be responsible of giving commands, safety, scoring, scoring penalties, and applying the rules. Tablet person will be responsible for safety, recording time, recording penalties, and calling safety violations.
8. If weapon falls to the ground or shooters loses control of weapon is an automatic disqualification. RO must call for a stop and inform shooter of violation. Shooter will not be allowed to finish the event.
9. Finger clearly out of trigger guard while reloading, moving, fixing a malfunction, and not engage with a target. Violation of this rule will be automatic Disqualification (DQ) and will not shoot for the rest of the event.
10. If shooter breaks the 180 rules at any point while shooting a stage is an automatic DQ and will not shoot for the rest of the event.
11. If shooters point a gun at himself or others will be an automatic DQ and will not shoot for the rest of the event.
12. If there is a seated start, shooter must keep finger off trigger until weapon is pointed at targets and try to minimize pointing gun at lower body.
13. Re-holstering of weapon can only be done while standing.
14. Shooter can only draw weapon after the audible start signal under RO supervision. Drawing weapon anywhere else during event will be an automatic DQ.
15. If shooter need to fix weapon, sight, or optic it can only be done after Match Director’s authorization and supervision.
16. There is no safe table to practice draw or dry fire.
17. Magazine can be loaded and reloaded anywhere.
18. No shoulder holster.
19. No cross draw.
20. Weapon can be holster inside the waistband, on your belt but it must be concealed, fanny pack or man purse as long as when you draw barrel is pointed downrange. The same goes when you holster. Breaking 180 rule applies while drawing and holstering.
21. No competition holsters or mag pouches are allowed.
B. COMPETITOR GEAR
1. Weapons allowed in the Concealed Carry Irons or Optic division, barrel must be 4.02 inches or less.
2. Weapons allowed in the Compact Irons or Optic division, barrel must be between 4.03 and 4.50 inches.
3. Maximum of three magazine on person while shooting stage. One in the gun and two in
concealed mag pouches, pockets or wherever you carry it daily. Unless specified in the stage brief.
4. Iron sights and Optic are allowed.
5. Weapon Mounted Flashlights are allowed. They must be unmodified and fully functional.
No weights allowed. No brass light that is clearly a weight. No weighted batteries. If this rule is broken it will be a Disqualification (DQ).
6. Conceal weapon holster must cover trigger guard and safely retain/secure the weapon. If a holster is deemed unsafe by Match Director, the shooter must change holster or leave the event.
C. DIVISIONS
1. Concealed Carry Iron – Weapon’s barrel must be 4.02 inches or less.
2. Concealed Carry Optic – Weapon’s barrel must be 4.02 inches or less.
3. Compact Iron – Weapon’s barrel between 4.03 and 4.50 inches.
4. Compact Optic – Weapon’s barrel between 4.03 and 4.50 inches.
Optics must be mounted directly on slide. No Open Guns.
D. COURSES OF FIRE
1. Courses of Fire “Stages” round count will be between four rounds and fourteen rounds.
2. Stages will have fault lines to determine shooting area.
3. Stage targets can be paper, falling steel, static steel, and/or a mix of them.
E. STAGE PROCEDURES/STAGE BRIEF
1. There will be a Stage Brief in every Stage and will include the following:
a. How many rounds per magazine
b. How many magazines on person
c. If you must do a mandatory reload
d. How many shoots per target
e. Start signal
2. When a Shooter is up to shoot, and the ROs have determined the stage is clear, the ROs will
give commands:
a. “Are you ready? Standby.?” - After Audible Beep shooter starts the Course of Fire.
b. “If finished, prepared weapon for next stage” – Shooter needs to make sure there is one round on the chamber for the next stage.
c. “Finger clearly off trigger” - RO needs to visually see finger off trigger before shooter re-holster. Shooter needs to wait for RO command to Holster. If shooter re-holster without RO command it will be a DQ.
d. “Stop”- for any unsafe condition determined by RO.
e. Coaching & “Coachable Shooters”- Not allowed.
F. SCORING
1. Time plus penalties
2. Cardboard targets that have A, C and D zone.
3. A and C zone will be considered a hit and no penalty will be added to competitor time.
4. D hit will be a five second penalty.
5. Miss on target will be thirteen second added penalty to raw time.
6. Cardboard target distance will be between 1yd and 15yds.
7. Steel targets minimum distance is 7yds.
8. Falling steel needs to fall, if competitor leaves a steel standing it will be a thirteen second penalty added to raw time. If there is a range equipment malfunction with a steel. Shooter and RO must call match director for calibration. Do not touch steel before calibration. Match Director could give a reshoot if he deems a range equipment malfunction.
9. Static steel will get two hits per steel unless specified in Stage Brief. Static steel must be painted for every shooter to clearly identify the hits. A miss will be a thirteen second penalty added to raw time.
10. Taking sight pictures. If shooter draws and takes a sight picture after the ready command it will be a ten second penalty.
11. If shooter forgets a target and there is no hit on target. A penalty of 13 second per shoot missed will be added.
12. If shooter steps outside shooting area by mistake a 5 second penalty per shot will be added if shooter gained a significant advantage. If no significant advantage only one 5 second penalty will be added. If shooter steps out of shooting area on purpose to game the stage a 13 second penalty per shoot will be added. Shooter is expected to shoot within fault lines.
G. ARBITRATION
1. Disputes are expected. If any issues arise, the RO on Stage will make an initial call on what they believe is the correct score/penalties during that Course of Fire. If Shooter disagrees, the Shooter must request the Range Master (RM)
2. Video is allowed for arbitration purposes.
3. Un-sportsman like conduct will not be tolerated.
4. Any situation not referred in the Florida Concealed Carry League Guide shall be up to the RM to issue a reasonable and accurate ruling.
